Was raising hosts removed for hordes in 1.30?

They removed the state interaction. This means hordes have to now build manually cavalry, which puts you in a very economic tense position unless you are Oirat/Manchu. Tribes should get a privilege that could work like monopolies (or the burghers 5-loan one): When you grant it, you get 5 cav at no cost in a province, and you can revoke it after X time or renew it for more cav. Without this, playing as a small horde and fighting bigger enemies in early wars is exponentially more difficult than in 1.29

Yup, all the "press buttons to get something" interactions from estates were removed. One of the Tribal agendas might have some free units as a reward, but the documentation is still lacking in that area on the wiki.
