Was asked to vote on a war by random AI?

Is this right?
I was minding my own business in my own empire when I was caught off guard by this vote, which surprised me as I only had a non-aggression pact with these guys and I was not in any federations. I could understand this if they asked me to join them in their war, but isn't this the exact same screen as when declaring war with your federation? Why not just have them declare war and I'll get a request to join them then? It just seems a bit unclear as to what they want, if they're requesting my permission to go to war, or if it's my support in the war they want.

For the record, I voted "No" and a few days later they went to war anyway, so I'm assuming they only wanted my support. I think I've had this pop up in other games after 2.2 as well, but I can't be sure. I'm just a bit unsure if this is a bug or a new feature, all with this new overhaul and all...

They are asking you to join them in the war, yes. Just like when you declare war, they get to see whether you'll join them before they actually declare war. They decided to go to war even though you declined to join, but the system would be much worse if you had to declare war before asking if others will join.

Do you have same rivals? You probably do.
If you declare war on other AI you may try invite other empires to join your cause. Generally rivals of the target.
But it is very rare for them to agree, since they are always building sufficient forces.

On bright side, this means that AI indeed declares a war.

Just like when you declare war, they get to see whether you'll join them before they actually declare war.

Yea, I'm familiar with the system, I've just not recieved anany such requests ever until the latest patch, and the screen could've at least said something like "Will you join me in this war against our common enemy?" instead of "[RANDOM NATION] wishes to declare war! Send in your votes now!"

But it is very rare for them to agree, since they are always building sufficient forces.

On bright side, this means that AI indeed declares a war.
I've used that option to some success before, so they're definetly willing if they just hate each other enough, in fact I feel like the AI has gotten more aggressive overall lately, I've never seen so many animosity wars and it's starting to hit my nerves as I see that CB as the most pointless (90% of said wars also tend to end in a Status Quo because none of the participants are confident enough in their fleets nor trade routes to move those fleets off pirate-suppression)

because its actually a vote
if you reject he will not declare war... since some people who offered didnt vote possitive for war
its not AI declared war and asking you to join
its AI offering a war declaration to you and that only happens if you accept else will be canceled
if you reject AI may want to declare war independantly or not
(status quo is what war meant to end... you are not expected to make other side surrender unless you are much more powerful. but yea pirate routes are stupid I agree AI must willing to stop doing it to push for offense or defense when he is not much more powerful than enemy)

whatever... your example is actually wrong since there is no war yet to join... instead its a war to start if you willing to
