Hi, I'm trying to get the warszawo walcz achievement, and as far I have read I only need to get the resistance in one of the Polish States to 90%.
I have been playing with spies and I've got it up to 95% but the rebellion won't fire.
Am I missing something)

The wiki says if the average resistance strength is 90% there's an uprising.
The resistance of Poland as a whole may not be high enough.
It's not a bug as such, but something of an odd logic to how the achievement is structured: you need 90% average resistance of Polish cores you occupy, unless you don't occupy any, in which case you need 90% average resistance in all occupied Polish cores. Let me explain...
The first time I actually tried to get this achievement, I did so as the UK (Allies spymaster) before the spies nerf. So I had an insane number of agents trying to stage the uprising, but never could get average resistance over 90% because Poland is a pretty big place and Germany has a bunch of ways to clamp down on resistance.
Then, in a later attempt to get the "Georgia on my Mind" achievement as the USA, I fired the ""Join the Unions" decision (while at peace) and annexed the entire Soviet Union. I subsequently released Belarus, Ukraine, and most of the other former SSRs as puppets (to reduce garrison requirements and frontage), and set the remaining non-Russian cores (Bialystok and Bucovina) to no garrison, hoping that they would revolt and go away. Which they did: Bucovina reverted to Romanian control after its inevitable revolt, and Bialystok went Polish, which earned* me "Warszawo, Walz!"
*For certain values of "earn." Still, if you don't mind a layer of cheese on your achievements...
