Is this fully working.

I had a strange outcome on my recent game as Spain,

I left French side and started expanding my empire in Africa before taking Portugal these were no problem and things seem to work how expected, taking all provinces I either annexed (African) satellite (Portugal) my war with Portugal meant I was fighting a war with GB separate from France, I took Portugal no problem and let the French have access so they were able to eventually take Gibraltar (I just assisted by blockade when the GB fleet left the area (quickly return to port when they returned).

Anyway the last year of the game time was approaching so I thought I'd make a land grab against the French they have some nice provinces I need right on the boarder. So I declared war and marched straight in and also took Gibraltar as they'd not left real defenders. I have no idea where the French army had gone I can only guess they are fighting in either Russia or Norway as I found only a couple of small armies which I easily went past as the year was getting on and i'd taken all of France up to and including Paris.

The only thing I can see which has gone against me is that I lost a couple of early battles when I raced in with some cavalry brigades who I was using as scouts to try and find the main French force and Portugal lost some battles both land and sea against the French, I also did take some heavy casualties attacking some of the fort defences in Southern France

I look to the option of peace to see what I could get to find I have -5 war score, so instead of being able to ask for those provinces I need France will except peace if I pay them or give them land.

No I had read other people have problems being the lower power in a coalitions so I left Frances at the very beginning, unless that was the problem as Spain and trying to win outside of the coalition mechanism I was at war with both British and France who had the coalitions, at the time of starting the war I was second on both Navy & Land dominance so was trying to make a quick grab at those provinces to win game by have both land and navy dominance.

What about war capacity? The AI incluides that when it determines if it should accept it or not. As spain, you would probably get like a -70 modifier due to being quite weaker than france

Oh this could be it, this seems a new concept not in previous games which I have not taken into account.
Spain w capacity is only 25%, Portugal 34% where as my enemy France is 65%, Italy 52%, Switz 52%.

Looking at the manpower France on paper is still strong they have over 300K troops somewhere just not in France, I never expect when I declared war to have an easy fight, even thought I would loose but the biggest army I found on French soil was 10k, you could say I sucker punched them while there attention was else where and they know in time they could reverse the tide.

This may or may not be a player exploit but before I went to war with France they had military access over my land from when I let them get to Gibraltar, this may of help in lowering their thought of me as a threat as the game allowed me to declare war without first removing the access, I guess it done both at same time, if this is the case maybe it will be taken out in a future patch which means you'd have to remove the access 1st then on the next diplomatic move declare war.

Anyway I now have dominance in both areas, but the two French garrisons held out long enough for the time to run out, they surrendered in January 1820 after I opted to continue for 1 year, so not sure if it still counts or if its just a way of letting you play on longer

Sometimes peace conditions are stupidly demanding breaking the game enjoyment. As austria I have a 72 warscore against ottomans, taken almost all Greece, Bulgaria, Romania, 5 main provinces in Tukey, they have almost no more armies to fight with, but they refuse to sign a peace with the offering of one border province worthing 11% of warscore. This is pretty ridicolous. Army defeat should almost ever lead to ask for peace.

If you hover you mouse over the warscore you get a breakdown on the factors contributing to it, do that and you might see why you have that strange score.

I looked at this and it appears to become from 3 heavy loses I took in my first assaults on the garrison/fort areas eg Gibraltar and the ones in southern France my 1st attack failed and I only took them on the second attempt when I had reinforced with additional troops these 3 battles all have added up to - 25 ws (Gibraltar alone shown -7.6%, but my second attack which Gibraltar was taken only gained +0.6) so these have reversed my current war score which is now standing at -2 now.

At least I now know where its coming from and know you sacrifice your troops for a quick win works against you in the end
