Having lived in Warsaw for 3.5 years, this has been one of those things in hearts of iron that has always driven me a little crazy.

However I believe there may be a method to their madness. Could it be that the designers are representing the difficulty of taking warsaw from the west which the germans had both in september 39 and rising 45 by placing the province thus to represent praga and the east bank of the vistula as the key to taking the city?

Just my two cents.

Plus, they also give names to the provinces according to the largest / or historically - strategically most important place.
Thus, we have "Munich" but no Bayern, "Cherbourg" and no Normandy and really big "Odense", "Narvik", "Belgrade" or "Kursk" provinces.
