I don't think that option C should be limited to WU, it should happen when Soviets 'liberate' first Polish province - or to be more historically correct, the province with Lublin (where PKWN was estabilished in RL - http://en.wikipedia.org/wiki/Lublin).

We should take into acount that the main reason for WU was actually to prevent C. Polish gov in exile planned Operation Tempest (of which WU was only one part, see http://en.wikipedia.org/wiki/Operation_Tempest) as a way to liberate part of Polish territory and hold onto it, so the Soviets would not be able to puppet state it easily.

I like the idea of recreating Poland as a state (AI in game terms), since IF partisans manage to hold the city (IF Germans are weak at that frontline) and IF Soviets stall long enough Operation Tempest could suceed - so I'd prefer for the event to create several militia units, not just some drop of German supplies.

Note that Armia Krajowa units during Operation Tempest while designed to stop Soviets from puppeting Poland did not act against Soviets in any way, and as long as any German units were in the operational territiory, they actively collaborated - so Soviets should have military movements rights by all means.

Also, perhaps we should add an Operation Tempest event(s) additional to the game. For example, in RL, Armia Krajowa managed to free Wilno (http://en.wikipedia.org/wiki/Wilno_Uprising).

But I agree that basically both OT and WU as an event are most important for the Soviets. Second to Western Allies, third to Germans and almost unimportant to Poland. Why?

First, any player playing Poland would lose the game earlier as the prerequisite for WU is the German annexation of Poland, and we all know there is no gov-in-exile in HoI.

Second. To Germans, it is just a small military matter. Few more divisions to crush. The consequences for them are purely military.

For the Western Allies, that event becomes interesting if Uprising suceeds, since they gain control over territory in a very interesting part of Europe. Strenghtend by paratroopers and played right, this can help secure more territories then the Soviets (especially if one considers that Polish territories would be liberated, thus given to an ally with full IC), and later in the game in the event of WA-Soviet war this would be a very important position.

Fourth. For the Soviets, while they obviously would prefer the OT/WU to fail, the real question arises if they should take an open action against Poland after it manages to win, or not. The not consequences are described above, the 'take action' ones on the other hand could lead to increased tentions against WA and Soviets, perhaps even leading to an outright war (after all, this is what Poland gov-in-exile in RL hoped for, that an outright Soviet agression on then-still-recognized Allied goverment would finally force WA to take a stand).
