At least between "uncivilized" and "civilized" nations. Maybe those little barbarian nations will be in a perpetual war against "civilized" nations like they were in EU: Rome, but instead of there being a generic "barbarian" force associated with it, the province and army now has a city and proper faction associated with it. Maybe "civilized" nations, once they weaken their "uncivilized" neighbors, can eventually colonize said region like in EU: Rome. Or maybe they can make peace from treaties. It could also be dependent on the faction leader's civilization level or traits.
Or maybe it works entirely different where those of a similar culture are much more likely to unite via alliances and repel those of different cultures.
Or maybe I'm just completely wrong and it will be hilariously easy for the AI to blob and before the player is able to take over the Italian peninsula, there's only three factions in all of Iberia.
I'm not really sure, but I'm just spit balling possible mechanics. But nonetheless, I absolutely can't imagine Imperator working like EU4 where we have to get CB's to declare on every faction with long treaties, co-belligerents, etc. It just wouldn't work and wouldn't be fun for a region like in Galicia.
