why the ambition of "Become a warlord" allows you to capture only one kingdom? in older versions it was possible to capture all, who belong to the same cultural group ... (Nedic, Aldmer, etc.)

Become a warlord is a special ambition that grants you CB on any independent realms in de jure of kingdom where you hold at least duchy-tier title. When you use that CB once, the ambition ends and you gain "Warlord" trait that lets you continue your conquest. The only requirement for this is that you MUST hold at least duchy-tier title in de jure kingdom you want to conquer.

P.S. I am king of Cyrodiil, my vassal has possessions in Faulkret, vassals are not considered?

To use warlord CB you need either Warlord Ambition or Warlord Trait. You also need DUCHY-TIER title in de jure kingdom you want to conquer. If your vassal don't have duchy of Falkreath, then you cannot use CB warlord conquest of Skyrim. And yes, no matter what culture your target has, you only need duchy title within its territory.
