You prefer Continental, they settle on Desert. There is a fine planet you would like to build a colony on but those damned Sandworms of Arrakis are claiming the whole sector for themselves. Instead of laying war upon them to conquer their planet you could ask for a Frontier Outpost they would have to pay for. It could be a standard one or a smaller variant, free of charge for a specific time with a smaller border. Overthrowing each other should not be the only choice. There has to be a way to coexist out there...
