War with england in Canada

England declared war on the USA (me). I now own about 1/3 of Canada and there is alot of heavy fighting in the Eastern parts of Canada. The war has been going on for 10 years now (1855) adn I have a +43 when I go to sue for peace.
Yet, even with offering them over 20% in land, they refuse peace. I own 1/3 of their country, and I am offering them my own land for peace, and they refuse. Never mind actually asking for any of the land I conquored.
Plus, all the land I took over, now has 10000+ man "rebels" popping up every few weeks. They now have over 300,000 men in Canada from Rebels.
This cannot be right.
Any idea how to fix this?

There should be less rebels in the next patch. As for why they don't accept peace I'd guess it's because the Brittish empire is so damn bid. You may be stomping over them in Canada but only in Canada and they probably still have a bigger army, industry and prestiege rating and probaly think they can win. The AI really should look more carefully at local condictions.

Oh well...back to the trenches I guess. If the Civil war breaks out, I am soooo screwed.

Wow, my writing went to hell in that last post. Anyway, I've just started a game as the USA and ran into the same problem. I took most of Canada but I couldn't make peace. After a few years Texas applied for statehood and Mexico declare war on me so I gave up and used the neville cheat to make the UK take a white peace and then stomped all over Mexico
