Typically if your empire is large enough for war taxes to no longer be viable you probably don't need war taxes anyways.

True, true. The only thing I want now is diplomats and manpower
First, it is definatley not my experiance that troops suffer a moral penalty based on Stability.
Second,War Taxes also give you 150% local manpower
