War subsidies

I have been giving my allies (Usually Portugal and Russia) War Subsidies as England. It does not seem to be working. Every time I give war subsidies to someone, they eventually lose the war and give massive amounts of cash to the victor.
My cash.
Do nations not know how to use war subsidies? I am having trouble believing Russia has run out of manpower, for example.
Russia is also lagging behind in Land tech for some reason. They had 17 when even the Muslim nations had 18-19.

AI nations don't know a lot of things And muslim nations actually start out with higher tech level, so it takes some time before the Europeans catch up with them. Plus Russian tech progress is probably pretty slow anyway

I find generally the AI doesn't care much for money because they will mint more or just take a loan. AI doesn't think long term and the only real defining factor for a nation is manpower which you can't give. When it happens for you though it's great

If you tag into lots of AI countries, they're often sitting on absolute piles of cash.

I've gone to war with a few, with them having zero troops producing come to peacea agreements, there is quite often a good 25-75 ducats I can take.
