Reading things on this forum I found some people being not very happy with the war score system. Right now you get flat % of war score needed to mess with the province (take it or return it to someone else) or other action based on base tax. I came up with this little idea. It's just basic draft and not very detailed.
The idea is to have province occupation be multi stage. First one would be red, then yellow and green. There could also be Blue bar for capital province.
Occupation colour would symbolise the attitude of the population to the invader and their stance. In red stage province revolt risk would be huge. If province like that was left without army then there would be huge chance to have rebels spawn and recover the province for it's original owner. Rebels would not vanish. It would be random for the most part but they could either join regular army or add their numbers to manpower via some event.
Yellow and Green would be the same but with lower revolt risk or in case of green have some sort of broken spirit or be acceptive of invader (could be event related). Since you pay some diplomatic points in peace deals, events could use those instead to sway the population in your favour.
Blue bar (I have siege progress bar from Victoria 2 in mind) would allow to annex or vassalize the nation or convert it fully to protectorate.
With different levels of occupation war score for the province would change and open new options in peace deal negotiation. Recovering cores would almost always lead to green level and occupying province with some other core (something returnable) could via event lead to yellow stage. That last thing could lead to adding the province to peace deal via event: "we must strive to return this land to its rightful owners" kind of thing changing opinion of involved parties (returned territory and promised to return land thing).
Conquest of Paradise development diary also gave me the idea of creating protectorate with yellow or green level provinces. Spanish Netherlands, French Northern Italy or Russian Alaska (well that will probably come with expansion).
