One thing i think it might be adressed in vic 3 is the war of scale, i mean, how nuch weight and national strengh countries are willing to put into a war.
In other PDX games ervery war is a total war, but i think that in VIC3 countriesldnt be fighting total wars in every conflict.
lets say france and UK are compiting for control of some african provinces or the island of tonga.
Eventually local colonial forces clashes and UK and france go to war.
Would they face it as total war and send thousands of troops to their europeans lands.
I think not, i imagine that even civil populations woudnt consider their countries at war.
So there could limited scope wars with game restritions (for exemple, not allowed to invade eurpeans lands at colonial competition conflcts)
I think that any beligereant could be free to escalate war, and raise to next level of war scale. But doing so would generate the diplomatic penalties for launching the world in a bigger war.
