I have two questions about war reparations.

When you win a war and the enemy has to - for example - pay 40 but they only have 3, they probably loan money (is this correct? This is question one). For example in Madagascar, this happens a lot.

The opponent then goes into massive debt.
Can I see that information somewhere (i.e. the financial debt of nations: this is question two)

One loan is the max they can take out as part of the ducats demand in a peace deal but it isn’t uncommon for the ai to already have other loans especially during wars

For every loan it will have a modifier that says -0.02 rating for having loans. So -0.08 means 4 loans.

Yes, so the amount that they pay is what they actually possess (minus one loan)?
"Yes, but"
The maximum they can pay is their total treasury, plus one loan, or 10,000 (whichever is smaller). That amount in their treasury could be affected by other loans, so if they're running a 15 ducat deficit and have 7 ducats in their treasury, you could wait a month for them to be forced to take a 137 ducat loan, leaving them with 130 ducats, which you could demand-in addition to another 137 from a second loan. That would raise the amount to could get from 144 (7 treasury+137 loan) to 267 (130 treasury+137 loan)
The maximum you can demand scales with your income, up to a maximum of 100 ducats per point of warscore. The minimum you can get for one point of warscore is 1 ducat.
You ability to demand money can constrain what the potential maximum is-if you're dirt poor and on the 1 ducat/1 point minimum, it doesn't matter if they have more than 100 ducats-you can't go above 100 warscore in your demands, so you can't touch the rest of it.

If you are interested in indirectly crippling a nation, you can fully occupy them then just demand their money,and no other terms. A small peace deal will maximize their post-war war exhaustion and minimize revanchism bonuses. Depending on how much warscore their money is worth, it might even be more detrimental to them to simply white peace.
