War menu inaccessible

If you are at war, sometimes, when I'm playing the game, its impossible for me to open the war score menu. Its super annoying, and I either have to close the game, or put up with it.

Why is it impossible? What exactly are you clicking? Screenshot ?

I have this same issue very often, almost certain during major wars. My only one solution is reload the save.
