I always found it weird that you can't negotiate a tribute in manpower after war. Heck, the big contributor of Napoleon's success in conquering all Europe was recruiting forces from conquered countries. That's why I'd like a peace option similar to War Reparations, but considering 10% of nation's manpower increase.

A free nation that sends manpower cannot really be considered 'conquered' though, can it?
Receiving manpower from subjects is one thing, but from independent states? No way.
