War Invitation System?

Hey guys,
since Patch 2.2 i always have the problem, that KI never join my war if I invite them. i have a war with 5 KI players and no one of them was in war afterwards. Since this isn`fixed in 2.3 or 2.4, i guess this isn`t a bug, but a normal function. But can anyone explain, how this works?

I don`t know why, but it just started working now. Now i start the war voting, but everyone votes with no with every constellation of allies, but i guess that`s because there is a defensive pact with another player, which isn`t accounted within the prediction.
