War in Heaven: Working as Designed?

War in Heaven seems to disable/interrupt the other victory conditions. In my latest game, a War in Heaven broke out. I led the league of non-aligned powers. My original war in heaven ended in a white peace with the 2 FEs, but I am not sure if they ever declared peace with each other. In any case, I left the Federation and completely absorbed (but liberated the last system) of one of the War in Heaven FEs. I then declared war on an independent empire between me and the other War in Heaven FE so that I could get to that FE. At this point, I had enough planets to win a Domination Victory, but that never triggered. It took 2 wars and 11 years to completely absorb (except for liberating 1 system) of the 2nd FE. Only after the 2nd FE was completely defeated, I got the War in Heaven victory message, and then immediately after I got the Domination Victory screen. Is this a bug or is War in Heaven supposed to take precedence over all other victory conditions?

I imagine the war in heaven would take precedence, which makes sense. You can't exactly say you've won the galaxy when the whole place is at war and there's still a chance for the other FEs to steamroll everyone else (thus making them a match for you)

In my opinion, I don't think any victory condition should trigger as long as there's an awakened empire active, seeing how absurdly powerful they can become.
