War in heaven has been ongoing for 61 years now with no progression - bug or they just even match?

it stayed 0 warscore for about 15 years then went to -1
i just checked and now it says -2. The year is 2400 and im part of a weak galactic d-fens league. we are not under attack or involved in the war in heaven but we cant compare to the 300K AE fleets so for 60 years now ive just been biding my time. Quite happy to wait another 100 tbh but has anyone else had this happen in Utipia?

I remember reading they where fixing the issue with war in heaven signing white peace in every game at every opportunity but if the war will last 100+ years or longer with no progression on either side is that still bugged as well? or is it a realistic stalemate or more of a cold war

its my first utopia game and dont want to restart would like a win.

game description (not related to the above question) Playing on hard/aggressive AI

my empire is not that large and i am one of the least technologically advanced empires in the galaxy - ill let it tun to the year 2600 to finally catch up in all the tech. I do have some things from salvage like jump drives, but sadly no zero point reactors yet - i know 2400 right? im playing like i played in previous versions but just decided to not be aggressive early on and build tall and see what all these mega structures when i finally get them will do for me.
4 ascention perks so far but because im at max fleet cap i dont have the energy income to get the 7000 to terraform any worlds to increase my planets.

90 years for me. But the warscore is 25% and one of the AFE has seen his fleet be destroyed by the other AFE at the start of the war (first decade). So they're gonna lose but it will take some time, like a century if I do nothing.

that was better than this stalemate. its been 105 years with no progression
Its now 2442 the war in heaven stayed between -0 and -2 for (yup -0 not 0)

i only came here to update that about an hour ago in a defensive war i attached one of the AE and the warscore has now gone to -7 for them. thats because of human intervention
105 years no peace and no progression is just as broke as what i described above

Same problem. I'm part of a AE force and we defeated every fleet and occupied every planet still the warscore is stuck somewhere in the 20% range (too lazy to look the excact number up).

It was even worse if the player won the war as the non-aligned league. The AFE's disappeared, but the war still raged on for the other members of their leagues in perpetuity.

I had this too.
The AE's were also very far removed from eachother. I was part of the non-aligned. At the beginning of the war my Empire was weak. However the war progressed for 100+ years. I was happily fighting the Unbidden. It gave me a purpose and a major reason to build up my military.
After defeating the unbidden my empire was very very powerfull. I declared war on one of the AE's and annexed it in about 15 mins. Ridicilously easy.

That said, the unbidden were also idling most of the time. Only when attacking their portal they would come with a massive force. And sometimes theywould attack a new colony close to them. They could have easily wiped me out but they didn't even move.

Strange AI behavior unworthy of a Paradox game.

I'm having this issue as well actually. I choose to side with the xenophile peacekeeper AE against the spiritual crusader AE. After about 30 years of minor skirmishes the crusaders fleet got whittled down enough for me to take it out in one climactic final battle. I then occupied all the crusader AE's planets (worth 5% score per crusader planet)..., but we only have a 45% warscore, and victory requires 75%. All but one of the crusaders vassals have been totally occupied, so I'll try invading the last small holdout on the opposite side of the galaxy. However, at 0.5% warscore per planet the last vassal's 6 or so planets are not going to bump the score up 30%, unless it just jumps to 100% at total occupation. Will report back later.

Well, as soon as I loaded my game, the Unbidden spawned right inside my target's space, just as the peacekeepers were launching and invasion of the area. The peacekeeper fleets demolished the unbidden where they encountered them, but unbidden forces fanned out and mostly devoured the last vassal the crusaders had. Systems the peacekeepers occupied would be wiped clean once the peacekeeper fleets moved on. Our occupations of the few remaining fringe colonies of their species were more like a disaster relief effort in comparison.

Whilst a neat turn of events, our war score only went up to 48%, and will likely stay there now that all enemy planets are occupied. What a shame, what the peacekeepers chirpily refer to as "upholding the galactic peace" in my communiques to them, turns out to be nothing short of maintaining a perpetual phony war.

The AI is apparently really bad with its armies, or something. The game I'm playing isn't ironman, so next time there's a big dustup I'm going to save and Observe the war so I can offer some feedback. Maybe I'll even record the thing and commentate it...

In 1.4, my only WiH (Because usually I had offed the FEs before 2 awoke, and even when that happened I usually offed one of the AEs before the WiH could start, then went and annexed the other too.) went sorta like this:
Spiritualists wake up really early, start forcing people nearby to submit. My fleet isnt big enough due to the early awakening and shifted priorities, I realize 'oh no, I need to deal with them right now'.
I start building up, materialists wake up too.
Around a decade later, I'm close in power to the AEs, and just as I'm about to take them on with my federation members... WiH starts. And they stole one of my federation members and several of my vassals!
I build up some more, waiting for the FEs to smack eachother senseless, but actually all they do is send their giant 200k fleets around to enemy subject planets near their borders and sit there bombarding endlessly... (Just like the prethoryn swarm likes to do)
Eventually I got the option to lead the NAL, so I pick that, scoop up most of the rest of the galaxy into a giant federation, and then an event happens that causes me to declare war. Realizing I have an offensive war malus, I decided to get this over as quickly as possible, and start occupying enemy subject planets as quickly as I can to build up warscore. I proceed to win by an absolute landslide without ever even fighting (or even bumping into) the FE fleets. (Also the unbidden picked a lousy time and place to invade the galaxy - they got trampled underfoot immediately after spawning in the path of my warscore gaining spree)

I played in 1.5. My war in heaven was a stalemate until I siege down the opposing awakened empire home world. Once I destroy their infrastructure and occupied most of their planet, they surrender. So, to win, you have to aim straight at their core territory.

Saw something similiar in my game an awakened empire went after a, at the time, unawakened fallen empire and they never engaged each other they just sat there.

I actually noticed something similar. But after a few month or a year, they actually moved out. The only possible explanation is that they are building ships? Then again, if enemy ships ever went to their territory, their fleet will come back quickly.

Although, if you want to stall them, kill their transport. Without transport, their fleet will camp on a sieged planet as they wait for new transports to be built. Sometime that can take a year or 2, depending on how many planet they are attacking. On the opposite side, if you notice this on your friendly awakened empire, help them conquered the planet so that their fleet can move on.

In my current game, we occupy every planet of every enemy participant, even home planet of awakened empire, and we are stuck à 48%. I've destroyed every enemy ships even AE fleet. It looks like a bug isn't it ?

Hmm, are you playing in ironman? If not, use console to switch to other side or reveal everything to see what's wrong. If no logical conclusion, then yes, it might be a bug.
