It also works if they occupy nothing at all. You can see in the warleader overview that they have 0 warscore. They don't accept a 100% peacedeal either.

100% occupation hasn't sufficed for 100% peacedeals in a loooong time

You need to fully occupy all the enemies at once. Otherwise you’re right, you won’t get 100 WS. Even though this can be annoying I think it’s a good rule, it would be way too easy to defeat enemies without engaging their Allies otherwise.

I agree and I do like the rule. I was just pointing out that 100% occupation does not let you do 100% peacedeals and hasn't allowed you to do so in a long time.

Military access, combined with always reinforcing armies, combined with shattered retreat, combined with low attrition leads this game into an absolute nightmare scenario. Not only does every war end up in a third country, usually Siberia and Ukraine, but it also means having naval superiority is diminished if not pointless. Oh, you control the Mediterranean, better take my armies in Madrid and go all the way to the Caucus, and the all the way to Alexandria and then all the way back to Morocco. And while that example is exaggerated, and does happen on occasion, it is all to common for Spanish armies to walk to Sicily or for French armies to walk to Constantinople, or for Italians to walk to Theodoro, or literally anybody fighting in the Black Sea region to just go around the Black Sea.


Not to mention shattered retreat just doesn't work at times, and instead just chooses the next province instead of one 10 provinces away.

Oh how many games have I played starting in the Americas where a random Colonizer declared on me, I sanck all of their transports and their entire armada but they would just NOT surrender because "lol you haven't occupied us bro". And their allies, too, were totally fine with staying at war against a random country on another continent, even though they have absolutely no navy to speak of so their contribution would just be draggin the war by giving the "ally at war" modifier.

Low attrition makes a win against Russia far too easy, too.

Next time you try to invade Russia check again your attrition casualties. If you aren't stacking attrition reduction, you will take a considerable amount of losses via attrition. Of course, good army micro will decrease them but there is only so much you can do when faced with low Dev provinces with high attrition.

Also, forget the meme and face reality. General Winter makes for great propaganda but nothing more than that. Makes as much sense as it being hell on earth trying to invade SA on HOI IV just because the entire continent might as well have 0 infrastructure.

If you are ever a nation in India and go colonial colonize Siberia. If you declare on a nation weaker than you they will immediately abandon their country and march up to Siberia to burn down some igloos I guess.

From coding standpoint its probably really hard to combine all lesser nations into one deathstack. That would prevent roflstomping smaller nations one by one and then cockblocking their land from recruitment with 0 troop regiments from consolidation. Often happens in HRE, where i would fight one vs one stacks, where i with my 15k troops easily win over 6-7k stacks, but when 4-5 parties could combine them in one stack, now i would face 30k stack which i would never defeat without heavy loans. Thats how smaller AI should work, but then each nation has competing interest, and then who would lead the stack, and what to occupy? One nation wants this occupied for himself, other this, and how do you resolve this conflict in the code? EU already runs quite slow.

Yeah, and even beyond competing interests, I think people overstate how simple it is to figure out the AI’s best strategy. If the AI always formed a doomstack to ensure it wouldn’t be defeated in detail, any decent player could easily abuse it with a combination of distraction and base racing. I think the reality is that the EU4 war AI is actually quite good, and making it better is certainly possible but not at all straightforward.
