Has anyone seen a drastic change occur to a nation with high war exhaustion? I was playing italy and got into a bloody conflict with Austria during the 1870's and had brought their war exhaustion to 100 percent. And yet despite having many different populations that would be willing to break off and form new nations no mass revolts seemed to occur and soon enough my war exhaustion was too high to continue the war.
