I find this game to be unplayable starting in the late 17th century because of the war exhaustion. I have a lot of fun building up my nations until they're giant empires, and once I get to the point in my game where I'm ready to take on another giant empire like France or Austria I'm unable to because war exhaustion skyrockets after only a year or two of war.
I'm currently playing as Russia in 1713, having started as Muscovy in 1399, and even with extreme decentralization I get 2-6 different revolts every month after only a year or two of war. I own most of Eastern Europe and Eurasia, so I have a lot of provinces, and the tedium of the constant revolts makes the game lose all of its fun. Maybe it's more realistic, I don't know, but it's not fun at all. I've never been able to play an empire building game all the way to the end because war exhaustion gets so unmanageable by the end of the 17th century.
Is there any way without cheating to reduce war exhaustion? I'm all ears. The game is so much fun, and right when it starts getting very interesting with all the various global powers and advanced technologies, it becomes impossible to go to war.
