Me and some friends have been hammering out our opinions on War Exhaustion today - particularly with reference to whether any of this has changed in 2.2, as we have, for the most part, been assuming it's the same as 2.1

So, what actually affects the rate of WE gain? The wiki says, winning battles, winning naval engagements, destroying planets, attrition. How is attrition calculated? Does the 'scale' of naval battles matter for that? Does holding an occupied planet increase WE, does it in crease attrition, or is attrition literally a flat rate? How is fleet 'victory' decided, as it seems that the win/loss thing can be quite arbitrary?

It seems to us that while the 'philosophy' of the WE system is good, there are some weird results of how it flows in play (both SP and MP):

- You can occupy whole empires with negligable impact on WE or surrender chance (mostly for vassalisation wars, which seem to be bugged atm anyway).
- LARGE fleet engagements seem to only have a minor impact on WE, compared to playign whack-a-mole against tiny fleets.

I appreciate WE isn't supposed to be 'War Score', but currently our impression is that it doesn't really represent anything at all other than an arbitrarily-ticking-up number. Surely, when an empire is under total occupation of another, it's pops are going to get exhausted of this war pretty quickly??
