honestly i think it should be reduced to +2 RR instead of 3
because thats just a bit too much i think.
basicly if diff culture is +1 i think the tax hatred shouldnt be excesively over cultural clashes

tax collectors should be lowered from + 3 rr
i think everyone would agree they should be +2 max
too much necesity in them and they have to fit the system
better instead of grazing our revolts out of pure stability.
