In a scenario I have made from scratch(no events except random, start year 1000, territories all totally messed around) Nobody wants to go to war. Almost nobody, that is. France seems to still DOW Germany usually at some point during the earlier stages of the game, and Japan always DOWs Communist China, even though they have been moved and are now a land-locked country in Africa.(!) All other ai nations simply sit there. I have made many overlapping national claims and even set everybody's warmonger really high. No wars. I thought it would be a furball, but they all just sit there and watch the clock tick.
