You know what I tried once? I was going to play a MP game with my friends, and I was going to be playing the U.S.. So, I knew their strategy for the Axis was dependent upon the U.S. not being able to declare war for a good few years. So, (this didn't work, by the way) I thought that maybe I could get a favorable revolution. After lowering consumer goods to nothing for a while, there was a revolution, to a form of government where I could declare war well before they had planned I would be able too. Unfortunately, your dissent is still way too high from the no consumer goods for that period of time, that your IC is practically nothing. I didn't end up using this strategy in the game, but I thought that it was an interesting idea at the time. Plus...the look on my friends face when the Germans ran into Patton when they tried to invade France would have been priceless.

HOI provided my friends and I with some great times. Now, it's HOI2. :)

you could select the save game, then right click on the country flag and select.
Or, load or start a game as the country you want to play as, then, while in game, load the save game.
E.g. say you want to load a save game where you originally played as the USSR, but you want to load it as Romania, and the save game is called USSR_1941.
You click single player, then you select the save game "USSR_1941". You right click on the USSR flag, then scroll down to Romania's flag, then left click on. Then, right click on "load game"
Say you wanted to load as Germany though, but you can't, becuase Germany is a major, and the major's are grayed out. So, you start a new game as Germany in 1936, then go to the menu, and load "USSR_1941", and hey presto, it loaded as Germany.

Not much improvement, but you don't have to start a new game as the other country. You can load saved game as new country through either:
a) right click on active flag and select alternate country (any country not already having a flag across the top); or
b) go into multi-player screen and change name, then from singleplayer screen you can select any country to play a saved game (either flagged or via right-click method).

Or edit the saved game file (add techs, transfer units, reduce DI, etc) and then re-load. I do this mainly to transfer resources with land-connected allies.
