I know facist countries can do it from other AARs. Im not sure about democratic ones but I'd imagine they can too.

The Philippines are an american puppet, not a colony in HoI. And hes not couping Germany to anything, hes just getting along well with them as was historically the case at this time.

USA manage to build only 3 bombs inWWII and that cost them HEAVILY !!

so if USSR is building more than 3 H-Bomb this became silly.

Hes only getting 2 per year. Anyway, the reason the USA built so few Bombs during WWII is that they were using a fairly crappy way to make their bomb grade urainium (6:30am, watch me not use spell check), shortly after the war a better way was disscovered and a few years later the US stopped making it and still haven't run out.
