Yesterday, I was playing a solo game as Germany when I decided it was time to bring back the Kaiserreich. After winning the civil war, I demanded the return of the Kaiser from the Netherlands. The Netherlands made the mistake of refusing, so I invaded, thinking it would be an easy liberation of Wilhelm. For some reason, however, Kaiser Wilhelm was never put in power, even after I won the war. Am I missing something, or is that a glitch/bug/oversight?
