Possible bug: Vichy event not triggering

I have noticed now in several games (both SP and MP with 1.05b) that the Vichy event sometimes does not trigger, even though basically all of mainland France is Axis controlled. In all of these cases, the Italians took a large part of southern France. I have photographic evidence:

Paris fell sometime around late 1939, and after almost a year the Vichy event has not triggered. As can be seen, France still controlls Strasbourg and Colmar, but I have seen the Vichy event trigger many many times even though France controll all the Maginot provinces. By the way, Germany is NOT at war with the Soviets yet. My guess is that there is some flaw with the lost_national event trigger, if Italy controls too many VP locations it does not seem to work.

The Vichy event checks every three days to see if triggers are met. One of the triggers is "random = 30", which means that even if the conditions are met (France doesn't control Paris; France controls less than 75% of national province) there's still only a 30% chance that it will fire.

If it doesn't fire, it will wait 3 days, and then check again. Sometimes, it can take a while.

If you are sick of waiting, just save and reload. Keep reloading until it fires (it will at some point).

I, myself, have modded the event so that it has a 50% chance of firing, rather than a 30% chance. I'm tired of seeing Italians fighting in French Morocco and along the French Border while Britain sweeps up all of Triploitania.
