Tech research too slow when less than 100%
If you have more techs listed to research than IPs assigned, the lowest priority tech that you are researching is not researched at the listed speed (e.g. 92%), it will actually research at 50% (if between 50 and 100), at 33% (if between 34 and 49), or at 25% (if between 26 and 32) etc. This means that you have to micromanage your tech research to make sure that you haven't got nearly half of a 40 IP project being wasted.
