WAD or Bug? Unable to annex provinces in peace deal? -No forts occupied in area, but everything is occupied????

Any assistance would be appreciated, this has killed this campaign for me otherwise.

Edit w/ More info:
Im Poland, have vassel Novgorod, Neva owned by Denmark, Neva is war goal, is occpied by Novgorod as well as most of finoscandia. Game says no forts occupied, but there are no forts.

No, but the Capital is in Copenhagen, no where near karelia

As a Swede i know for a fact a fort should be located in Viborg. Unless AI Deleted it. And yes this is WAD. Thats why invading GB is a pain,you actully need to land and take a fort.

It's WAD. Fort in the area means if the province you want to take is linked to a fort/multiple forts anywhere through a land bridge, you need to occupy at least one. In your screenshot Denmark owns the whole of Norway, with at least 2 forts there, and there is a land bridge up through the north and down Karelia all the way to Neva. In the game's terms this means those forts in Norway are in the same area as Neva, so once you occupy one of them (you are already sieging one), you'll be able to peace out. Even if Viborg has a fort, that doesn't count, because even though in a union, Sweden counts as a different tag, and you are trying to take land from Denmark.

The fort thing not very intuitive, forts in southern Sweden affecting provinces in eastern Poland like.
