I think so.

One cannot give away something that one does not pocess. After you annex Poland, Lvov, being Hungary controlled at the time, is handed over to Hungary.

After all this has been taken care of, the molotov-ribbentrop treaty kicks in, where you, as Germany, hand over all eastern Polish provinces that you own. Since you don't own Lvov, you cannot hand it over.

well, yeah, it makes sense in game terms but not so much in historic terms. Hungary couldn't have told the Soviets, 'I don't care about any pact we have troops there and we aren't leaving'.

Since there's no way to better model the Soviets invading Poland then they should simply get all their promised territory IMO.
