Gentlemen,

I don't know if I get you right. -

I'd strongly propose that this thing is corrected!

Obviously it's easy cheating in multiplayer games when you're able to lower the consumer goods production to zero and get even "dissent" benefits by not leaving the production screen for a few game days or weeks.

If it has been that way in EU I and EU II also, than it's sad enough.

It's not a bug or cheat since you also don't get the extra ICs until you change windows. Try making your CG 0 and putting it into supplies and you'll see the supply stockpile only goes up as it would have without the change until you change windows.
