Bug or Exploit? Attacking from neutrals

Please examine this, and tell me if it is "As Designed", or did I find a BAD exploit.

You gain military access to another's country. You load your troops on a third party's border. You can ATTACK the third party, from the neutral, and YOU get the conquered territory, not the neutral. Of course the neutral should not gain territory of a country while not at war, but should you be able to attack an enemy from the neutral?

Military access should be banned from the game except by events. The AI also uses it a lot though it doesn't use it very wisely.

The only WW2 historical example of military access that I know of is Portugal allowing the Allies to use the Azores. Make this an event or just decide it's too trivial an issue to be in the game. Please get rid of military access.
