I have a mission to rid myself of the Illyrian "pirates" and need to gain a core province (forgot name) in order to do this. Problem is that this province is not a core province or even disputed and I don't have casus belli so will lose stability? Am i missing something?

i might be wrong but if you do as it say you will gain a core automaticly (spelling?)
If you click the Declare War button, it'll tell you if there are any stability penalties for the action. Chances are, Illyria will have a much lower Civ value than you; if the difference is 20 or more, then there will be no stab hit for a DOW.
