It it possible to delete an RGO building I've done it by accident with Brazil.
Close your RGO and click delete. The RGO will become inaccessible for a day or two and then get replaced by a new one, in my case named 'Rotten burroughs' and producing resource 'none' worth 0,50 pounds a piece.
The delete button for RGO should be grayed out.
