I am playing as Austria, emperor of the HRE, and I want to pass a reform. I have to wait for relations with members to improve, but still I want to vote for it as emperor. I couldn't find anything about it that worked. I can't find a thing in the HRE screen about it. Is it even possible?

So which reform are you trying to pass? Once the majority approve of it you can hold an “election” on it but it’s really just pressing a button once the majority support it.

For some reforms you want to wait for something special. IE to make sure no one leaves when making them vassals, or that the Pope doesn’t leave if you got him to join.

For some reforms you want to wait for something special. IE to make sure no one leaves when making them vassals, or that the Pope doesn’t leave if you got him to join.
I am passing the third one, absolute Reichsstabilit, I do not see any check/button in the HRE interface that allows you to vote for the reform. Is it not a possibility to vote as emperor? It says I am not voting for it on the HRE interface.

The check button is only there if you aren't the Emperor to let the AI know if you support a given reform or not. But if you are the Emperor and trying to pass the reform, what the interface says in regards to you is meaningless, it's the other princes' support that counts.

I’ve also noticed this. As a human player HRE prince you can select if you support a reform or not. But as a human player HRE emperor you can’t and it always counts you as voting against.
This seems like a bug. I can understand automatically counting you as for the reform (why else would you click the button) and therefore no need of a check box. But it seems to be automatically counting you as against which is counterintuitive.
If indeed a bug then this could be the difference in passing a reform or not in slim margin cases (one vote short) if it’s mistaking you as voting against.

But from what I can tell it’s counting you as having a vote but counting you as voting no.
I’m not sure if the emperor should have a vote, my feeling is it should. But it certainly shouldn’t be defaulted as a no.

But does it count you as a no when an equal number of princes are for and against a reform? Say a HRE with 41 members, 20 are for it, 20 against it, and you are the emperor. If it says 20 are for it and 21 against it (counting you as a no), but it still lets you pass the reform, then it's a meaningless and maybe slightly annoying display bug. However if it shows 20 for it and 21 against it, and not letting you pass it, then yeah, it's a proper bug.

You need at least 50 imperial authority and then have the majority of imperial princes support it, you don't get to vote on it yourself

This I don’t know. If it’s not counting you then that’s fine but if it is counting you as against, which it looks like, then it is an issue.
Someone needs to try an experiment, and it will be awkward to replicate that exact scenario

That’s fine, have you a source that says you don’t get a vote. The interface shows you as voting against the reform. The question is does the mechanic count you as voting against or not.

I mean if you open the HRE menu you get a list of nations on it. If you hover over the reform you can see nations voting in favour and against it. So you can see how the game counts (if it counts) your vote.

I see what you mean


If you hover over the reform it tells you the number of nations voting for or against. It doesn’t tell you who those nations are. So no list.

You have to hover over each individual elector, Prince and free city in the window to see who is voting for or against and what’s affecting their vote. And in this case it shows human emperor as voting no.

However, when you count the number for and against hovering over the reform, it seems to add up to one less than total electors, princes and free cities, indicating your “No” vote as human emperor, isn’t been included to pass the reform.
