Like I said earlier, a few votes do manage to get through; it's just the rest that can't. I found that - given enough time - the non-voters will inevitability die, and the amount of votes needed goes down. Even if the voters die, the amount of votes stay stuck in the same place. Because of this the law was eventually passed (three decades later). Now I can propose a new law and nothing goes wrong with it. The only problem I am still having is the inability to cancel a proposition; the game still thinks I am stuck on that law I promised to see through from ages ago... it's not that bad though, because all my vessels love me: this ensures they all pass the law fairly quickly. Do you still need me to upload that old saved game from when this first started happening? Be aware that I used to be able to cancel my laws, even when the votes didn't add up... that part of this annoyance was added when I tried to do two laws at the same time, apparently getting the game confused over which was the one I was meant to see through. If you do want me to upload the save, how exactly do I do it?
