You can land lease planes and tanks individually as equipment and also you can send armored divisions too as infantry

you lend lease equipment which means that the target country gets your factory made planes or tanks.
Volunteers is that you send your made divisions to help in their battles. Basically lending your troops to fight target country's wars.

it would be cool if we have the option to recall volunteer anytime like when other foreign countries doesnt like your military presence and they politically pressure you into withdraw the units and leave the country in civil war solved by the local themselves. Sending volunteers is like sending special forces on a suicidal mission or kamikaze mission. The guys never exist in document so the only option these volunteers have in foreign country's war is to win the war or die trying otherwise go back home in body bags.
