A good rule of thumb is that if a price seems too good to be true that product has been acquired in a fishy way. It's also very unfortunate as this affects legitimate customers who aren't aware of the grey market and think they are buying a real copy. Last year we had several instances of customers who bought games from a site that was very much not legitimate and then found that we banned all the keys resulting in them having no game, no money and no help from us or the vendor. It's a hard lesson and one that is never fun.
Steam doesn't have to buy Steam codes from itself. 3rd party platforms do.Like, Steam Sales? They sell games ~90% less than normal, but I've always got the game.
