Annex them and release them as a vassal. You have to do this to get fleet basing rights of the Maya and to get early cores of conquered territory. Send a diplomat to them to get fleet basing rights.
I'm wanting to do something similar as England to kick-start early colonization of North America (i.e. before level 7 DIP), and am about to DoW the Creek, but the above is the bit I'm not 100% sure about. Could you clarify a few points:
1) I assume you need to get fleet-basing rights off your vassal in order to be able to core your conquered provinces, but don't understand the mechanics behind this - can you only core provinces within a certain naval and/or colonial range?
2) I assume you can't just force vassal (as oppossed to releasing a vassal) your Native American enemy, as they will be too low-tech to give you fleet basing rights?
What I've done (as England, also curia controller...) is do call a crusade on the Creek, then DoW - I still get the -2 hit for no CB (as don't neightbour them yet), but the extra income helps to fund 100% land maintenance. Once I've occupied *all* 4 of their provinces, should I then annex them in one go (assuming they're small enough to do this), then release immediately as a vassal (with my tech levels)? What religion will they be? Will I still get to keep some of their proivinces if I release them as a vassal? I want a coastal one, preferabl bordering Cherokee, so I can Fabricate a claim on them too or use the Holy War CB
