You are totally right. This angry pop up was missing in Sim City 2013, and look what happened to it! So what does it say about C:SL if this is missing, too? Are both games too similar? If they can't include this vital feature then this game is dead to me.

This game must have this kind of detail. Like if you do not put in a fire station in an area, or police station in.

The citizens would need to have some kind of choice in the game. Like if you raise taxes too high, or no schools and they need them.

Because CSL is not SC4?
If some people want advisors and the game to give them advice so bad, they can write a mod. But I'm sure they'll be other ways to tell if funding is too low (or too high) for something without needing a one-time pop up 'warning' that you can ignore and keep doing what you want anyway.
