Naval-Expansion looked interesting - lowered LD from subject's development.
I don't know how I expected it to affect it - but it's safe to say I thought it would be more impactful than a straight 98% multiplier to whatever it would be without the policy.

I mean what's the point.. Little things like this show how little thought goes into balancing this stuff.
