Visibility of enemy-occupied territory

Is there a valid reason why you have constant visibility of you and your allies' national territory even though they are occupied by the enemy?

For example, after Germany have conquered european France, the Allies can still see what is going on in france.

I think it's an abstraction of spying by the "natives".
