I'm aware of that too...there are two issues here.
One is the fact that there were always chances of Panama breaking away from Colombia at several moments, but the movements were small and usually crushed. There should be some extra events about this...
The other, as you mention, has to do with the building of the canal. This is a wider subject and has been mentioned a couple of times already.
In short, if we want to make the situation more historical, at the minimum this would involve first France's attempt to build the canal and later USA's (or other GPs as well, but these two would be the main candidates), so the normal canal event should be either reworked or removed.
Taking that into consideration, Panama would successfully break away *if* the CLM government refused to build the canal under USA's (or whoever's) conditions *and* USA (or whoever) chose to militarily and politically support the revolters. Once Panama breaks away, they should indeed be satellites and have their independence guaranteed by their "benefactors".
