Ok, wow...

That Byzantine event just fired way to unrealistically and is way to overpowered. I can agree that they would give up Istanbul if they where pressured. Also the most Greek areas in Europe. But not all that land. And their satellites?

Its nothing to do with railways & they have been expanding factories(very slowly). It keeps happening 10 years on & has started happening in other states. It also tried to build a steamer shipyard in Greater London twice, the only factory that can be built in Greater London is an artillery factory everything else that is allowed is built & staffed. I would say that they have tried to build a factory that is already there about 20 times so far & they have only done 3 expansions i the same time.

There are still some known issues with capis trying to build factories that exist, so all I can think of is that your capis are producing reserves so large that the game engine doesn't have enough projects for them and thus has them build "dummy" factories.

at this point I'd recommend raising taxes on the rich and slowing down reserve growth among capis to a trickle. it does not sound like there is any problem building things among other capis outside London, so slowing down the rate of construction, then save and reload, might help here.

there are still things about the capi behavior that we have little understanding of, and since all the info regarding building preferences and the like is hardcoded, there is nothing we can do about it either other that suggest some potential remedial help. ViP does not have the ability to mod the .exe, so until a development team comes up with a newly revised .exe, VIP and its players can only do the best they can within the current setup.

Pacifism

Has anyone else noticed a that Pops tend to pacifist in large numbers? I'm curious in my games what is causing this - it happens with regular frequency regardless of what state I play. Does it have to do with defense spending?

I believe it has to do with the degree of defense spending and army/navy spending - the more you fund, the more your POPs seem to turn pacifist (and the other way, underfund both and you get more jingoists)

Well, let me see ... just what can we do here?

*We can try lowering taxes until it hurts.
*Promote some pops back to clergy. Clergy increases consciousness of Aristocrats and Capitalists will lowering consciousness for everyone else (or is it only poor pops?). I believe one pop of clergy affects the entire state, but I'm not 100% positive about that. Anybody else know for sure? Or do we need to run another test for clergy like we did aristocrats?
*Stop educating your population. You might even need to underfund education to reduce literacy a mite. It will play hell with your research, though.
*Change your voting rights to landed, if full suffrage is getting you the Whigs. This will have the unfortunate side affect of increasing militancy of the liberals, so plan on having a corps or two of 2 or 3 calvary divisions each with Hussar attachments (for extra speed) or Cuirassier attachments (for extra shock value) to help manage the malcontents. ;)

Think it through. You have high consciousness for everyone EXCEPT the conservatives, so everyone will be more likely to vote by ideology EXCEPT the conservatives, assuming I have the voting rules and consciousness straight in my head. You need to reverse this trend. It may take some time, so patience will be called for. When dealing with a score or so million people, change has to overcome a certain inertia, so don't expect instant results, although I have occasionally been pleasantly surprised by a simple change in the voting rights. :D

Good luck.

Oh, and don't think that I have a lock on this by any means. These are the steps that I would attempt to get my pops back to voting conservatively. Anybody who can confirm or deny my ideas would be welcome.

Thanks for the reply OHgamer, you are right its not really a problem so long as they keep on expanding existing factories. I had them build capital shipyard almost as soon as I got the tech & before the state support event fired :)

Need a tip bout CSA

First off all great job VIP team
I am currently playing my first VIP:R 0.2 game as France and the year of the ACW is getting closer.
So I would like to know if as France (or any other country) I can somehow help CSA to win the war and stay on the map through out the game.

Form an alliance with CSA, join the war against the North, and help CSA conquer a bunch of the land before CSA's own war exhaustion gets so high it throws in the towel.

But you must be fully allied with CSA and helping them defeat the North if you want to keep the Confederacy around. Otherwise, CSA's war exhaustion vs the larger north will result in CSA surrendering.

I guess then a simple independence guarantee wont be enough.

No.

If you are playing a third-party nation and want an ahistorical result on the other side of the Atlantic, then you need to actively involve yourself in ensuring that the ahistorical result happens, as VIP players have told us repeatedly that in general they want the AI rest of the world to evolve historically unless they actively involve themselves in creating ahistorical results.

Newbie question about techs

I love playing the VIP scen, but i noticed that after a while you can't research any tech. Not because all have been researched; around half of them have, but i am in 1860 something and there is nothing available in the tech screen.
Anyone can tell me why this happens/ when techs will be available again?
Ty in advance :)

Also, since i have another question i might as well ask it here as well:
I am a Democracy, but cannot seem to get anyone immigrating to my provinces. When i check the population in the provicnes with mines it has over 80 pops there but only the original pop is working, the rest just appear next to it, so it says the population is 1/80. How can i get them to actually work in the mine?

The fourth tier of techs start in 1870.

Again, this is to prevent tech rushing and keep the game competitive.

re - employment. Do you have "auto assign workers to RGOs' activated (check your production screen). If you don't, then you have to manually assign the POPs to work in the RGO.

Civilizing in VIP:R does NOT require a specific industrial score. This was changed back In VIP:R 0.1, and has been noted in Vickywiki :

So not sure where you got the idea that you need an industrial score, as that has not been required in either VIP:R 0.1 or VIP:R 0.2. in VIP, the limit on becoming civilized is based on acquisition of technology that brings you to a level of "Westernization", not simply just raw scores in military/industry/prestige. this allows smaller uncivs a chance to become civilized as much as China, whereas under basic Revolutions, it's only China and Japan that can realistically become civilized outside events.

remember, all events for VIP are found in the file scenarios/VIPscen/events, in the case of the civilizing events, they are in scenarios/VIPscen/events/vanilla/civilize.txt

Just to be sure... One needs either the score, or the techs, not both?
'cause currently playing Korea, I'm close to getting the techs, but stick with 2 in mil score (with 20 divs... Whatever I try don't rise it).

Posted this in the wrong thread :S

Hey guys,
Just what does someone, playing as Austria, need to do in order to prevent the ascension of Prussia to the State of Germany?
I demanded Prussia withdraw it's plans at the Humiliation of Olmutz, and defeated them in the Austro-Prussian war, over supremacy in Germany. This triggered the Fall of Prussia event for that event series, and the Dual-Monarchy event that fired afterwards confirmed that I had cemented my position in Germany as the most powerful.
However, the franco-prussian war fired the next year and each and every german state, none of which were allied to Prussia in any way, were voluntarily inherited by Prussia.

Looking through the files and back on personal experience a south german federation never formed, nor did I get the opportunity to make it a satellite and annex it, triggering what are apparently events over control of the Rhineland between France and Austria.

Yes there is an event (or two), but I don't remember what numbers they are, or what the trigger conditions are. As a player of the UK, you should get a choice at some point in game to take direct control of BI.
