Yes, best thing to do is convert a POP to capi (first convert to clerk) if you want a state that has no capis to have them.

Of course you could also choose the option not to build the factory if the locations end up in places you do not want the factory built in. The best we can offer is a random selection of up to 3 states, but it's the exe that determines where they go

Is there any way to make the event not picking the same state twice? Having all the three options being the same state sometimes is a bit anoying. From your quote it sounds like its hardcoded. Though I guess if you have less then three states that migh cause a problem as well.

Liberalism as Prussia

I am not sure if this is something to do with VIP but considering I never experienced these problems before I cannot think of any other reason for them.

I've been playing as Prussia using VIP in 1836 and as Germany in 1881. As soon as I start the game with both I have massive budget deficits, particularly with Germany in 1881; and in the case of Germany, even when I cut spending enormously and put taxes and tarrifs high, I accumulate loans of over 80,000 in less than a minute. I am able to pay these off quickly, however, once I start making money because of high taxes, max tarrifs, and the minimum amount of army maintenance and social welfare schemes.

However, the economy is still dodgy compared with when I was playing with regular Vic: Revolutions. There is no way I can have the budget I would usually (medium taxes, high tarrifs, good social welfare, etc.). Furthermore, there is no Conservative political party apart from the one which you start with which is gone after the first election. This "party" does not even appear after that. The only parties available apart from Socialist and Reactionary parties are Liberal parties, all with Laissez Faire and Free Trade political platforms - which suck. When these are in power I cannot get enough money from my tarrifs to make profit.

There is no way you can play properly with this setup. I thought maybe something happened with the installation, or maybe I'm doing something wrong since I am new-ish to Victoria.

Thanks!

Unification of Germany in 1850

Are the conditions to meet the same as in the vanilla game are?

Conservative empire:

1. Prussia must be a monarchy or a consitutional monarchy.
2. All German minors must be monarchies or constitutional monarchies.
3. Prussia must be at peace and Prussia must be a Great Power.
4. Prussia must have greater prestige than Austria, Hannover and Bavaria.
5. Prussia must have a stronger army (more military score) than Austria.
6. There is only a 5% chance of the event firing once all conditions are met, every 30 days.
7. The event may only fire between 15th June and 30th December 1850.

VIP has only worked on the 1836 scenario. None of the other scenarios have even been touched by the VIP team, so they will likely be very out of balance if you try to play them after installing VIP, as VIP must overwrite universal files used in all scenarios in Victoria (since there is no mod-dir functionality in Victoria)

So ONLY play scenarios that have VIP in the actual name of the scenario. T
that includes the 1836 scenario - the VIP version is named "VIP:R Grand Campaign v 0.2," if you do not select that one and instead are playing the scenario named "1836", then you are NOT playing VIP.

No, VIP does not have the conservative empire event as it is known in Vanilla - it is completely reworked.

In VIP, this chain is based around the Humiliation of Olmutz Events. Prussia must reject Frankfurt Assembly Crown, and not be a democracy. Event will ask if you want to propose "closer integration among the German states" - if you choose yes, Austria will react - demand you either back down on your proposal or face war. If you choose war, you have to defeat Austria and any of the other German minors that may take her side, like Bavaria. Defeat Austria, and events for formation of the Conservative Empire will fire for the German minors and you will become Germany.

These events will fire in late 1850 or so.

Where can I find the VIP events folder. I did not notice any new events in ...\db\events

Thank you, that is what I thought.

However, I have similar problems in regards to the budget deficits in 1836 Prussia (VIP).

Greater Germany

I've been playing VIP as Prussia and the year is currently 1873. I have united Germany since early 1850s and I have had consecutive wars with France and Austria, taking land from each.

My goal with my wars with Austria was to take the Germans lands from them and incorporate them into Germany. I have done this with every German province except the Austrian capital, Vienna. To take this, do I have to occupy every province of Austria and Annex it or something? If not, how do I gain control of Vienna?

Thanks!

Read the AAR I've written (linked in sig). It's for PRU in VIP:R 0.2 and focuses heavily on how to keep your budget in the green.

Important thing - do not overextend yourself too early. Wait until you've got you economy humming first before trying to build up military power, etc. Once you start acquiring the techs for things like second-level railways, clean coal, and other industrial and commercial techs that enhance production and improve tax collection efficiency, you'll see your income not just stabilize, but rapidly grow.

You can only annex civilized nations if they are 3 provinces or smaller in size. That is an exe rule.

So you will need to reduce the empire down to Vienna and at most 2 other provinces.

Best solution - in your next war, defeat the AUS and force them to give up most of their land, except Vienna and any other German lands you want. Annex the rest, then turn the land into satellites (Hungary, Slovakia, Croatia, Slovenia, Bohemia, Poland and Ukraine are all releasable as satellites). That will reduce almost all the badboy you gain from beating Austria and give you a large number of satellites that will add nicely to your yearly prestige growth (and give you future allies in case you are attacked in the future). THen five years later, put Vienna out of its misery with a quick little war and annex it. Finis Austriae.

I have one more question: How do I create satellite nations within nations, such as the ones you mentioned (Hungary, Croatia, etc. within Austria)?

civilising as Japan

Hi, I'm in a Japan game atm and I was wondering what time the events triggered to bring me into a civilised nation fire. I'm guessing VIP doesn't use the default one as the deadline for these has already gone.
Thanks.

you cant

you have to take the land from Austria as conquest, and then once the land is yours, you release it as your satellite.

Forcing other nations to release their satellites is something that EU3 introduced, and this game was developed long before that.

If you make the A choice in all events you should end up having the Meiji Revolution in 1868 and if you choose to accept the Meiji Reforms, you become civilized

Do not take the Dutch Letter, that knocks out the historical line of development and you'll have to civilize like any other unciv - getting the required techs.

You go to the Diplomatic mode. Click on your own lands, and on the left column where it shows your relations with the Great Powers there should be a button saying "Release Satelites". From there choose which countries you wish to release.

I control all of Bohemia and Moravia and judging by the creating satellites options it is only possible to release both of them as one. I want to keep Bohemia, but release Moravia, how would I do that? Impossible? :(
