Why are my POPs not improving the railroad?

New game as Prussia under VIP R:0.2 and the year is 1842. Every railroad improvement program I have begun has been as been manualy done. Every other great power pulling ahead of me in terms of infrastructure. My capitalists have over 1500 GBP but are not spending it on anything but their own personal items.
What can I do to stimulate their spending to where they use their money to benefit the state?
My economy is set to interventionist so they should be building right and left with that sort of money saved

note that cost to build a factory under interventionism is 2x the cost of LF, that works out to about 2000-4000 in reserves needed. So if the game engine is calculating that your capis need to build a factory then you have to wait until their reserves reach that level.

Note, the important thing at this point is that the capis reserves are growing, not decreasing in value. if their reserves are shrinking then you'll need to either cut taxes/tariffs or expand exports so they are able to have an income each day that allows them to build reserves.

civilizing in Vip

Am i correct that the basic triggers for civilizing in Vip:R are as following?

prestige = 10 #must have positive prestige
military = 6
#20% literacy rate
#army professionalism
#naval professionalism
#market structure
#ad-hoc money bill
#early railway
#ministerial government (requires techs 4103 and 4303)

I don't seem to get the actual civilizing event when i meet these requirements, even after years

Also, african mobilization events tend to re-fire after a reloading a game if an african nation is at war, wich can lead to african nations having very high quality irregulars.

I love the new tech system for unciv's btw., great job there, makes unciv's quite fun to play.

Factories in Korea V:R:VIP

I am playing Korea and have created my first capis. They have gathered 700 £ and I have LF, but still they refuse to build anything. I have researched Freedom of Trade and Mining, so there are options for them to choose from.

Does it have something to do with me being uncivilized or ?

I think £700 is still a bit low. Give them a little more time.

I was afraid that this would be true... guess I can't play Korea like I have played almost every other country ;) Goverment funded factories seem to be the way to go, at least until I get civilized.

It depends on what income they get, but unciv pops are quite poor so traditionally afaik capitalists just never had the money to build something.

I think actually VIP should make it easier for capis to have money since research can go much better when following certain paths, im not sure, but it's difficult to determine what pop size numbers are best for capitalist(s) at a given time. You can deffinatly "over-capi" in like having that much capis that money gets split that much that capitalists even can't build up capital withought taxation and tarrifs in a civilized country. i'm not sure how much capis would mean an over-capi in a given economy but it's there and it's scary, if you over capi you can put yourself in a deadlock where you cant ever expand youre economy again.

it's strange to. Normally capis hughly improve effeciancy of factory's, up to 200k for a given state would increase effeciancy afaik. I used that number a lot in vanilla, but in Vip:R youre going to shoot yourself in the foot with such a number i think, even in a state with a high amount of factory's.

i can't give a deffinative answer, but you could experiment with capi pop sizes to see under what circumstances in an unciv nation they get enough money. Oh and should you have a capi in an unciv who does build up money then there might be a chance that it will build factory's even if nothing happens yet after their first capital reduction (if you monitor them), in civilized nations you can often witness a capi loosing it's reserve's withought building anything, just to do it later. look at it as capis buying up goods like machine parts from the world market.

this is the case at my game. They have built up 800£ now, but still no factories :(

But it's usually very hard for them to gather enough money in uncivilized countries, because for them to accumulate sufficient amounts, you need low/no rich taxes, potentially low tariffs and more importantly, a good export income... which nearly all uncivs do not have.

800 isn't much yet, and at wich rate do youre capis gain money? 5£ a day is good, but anything beneath it is usually to few imo, if they don't earn near 5£ net a day then they are just gaining money to slow.

It will depend afcourse on youre technoligy to. in VIP:R you can advance pretty good on tech, but i think youll need a few more industrial tech's like mechanical production so that the capis can gain more income.

iirc they money gets split with the aristocrats too, so you might want to consider taxing the aristocrats to demotion first before getting capitalists.

And i would take a small pop for capitalists for starters, 1 capi of size 10K to 20K. It seems smaller capitalist pops gain more net income.

I havn't tested it thuraly, but i could in my near civilized Sokoto game. ill check if i can have working capitalists there.

Well i just tested some capis in an Sokoto who had a nice income and a fair share of industrial and economical tech's, ready to civilize basicly. What i had was capitalists who were seemingly were gaining cash, but actually were not able to buy luxury goods (even withought tarrifs and tax) and therefore were just piling up money until they were able to buy those luxury goods so that when they had enough money they bought it and went back to near 0£.

I think what youre seeing is capitalists unable to buy high priced luxury's gaining cash untill they can pay for the luxury.

hm... sure does sound like it, but I am pretty sure that they get 100% of their luxuries too. I will just check it.

Edit: Yep, they are.

Well it's pretty hard to tell under wich circumstances capitalists could work for an unciv in VIP:R, from my experience however i know to not bother with capitalists until you get civilized. Japan might be an exception due to the tech's it receives trough events.

hm... another weird thing just happend. The capis actually built something after I discovered the explosive factory... could it be that they were actually trying to make that before, and just couldnt ?
