I have the same problem playing with Portugal. I have a lot of capitalists, with a complete satisfaction of luxury goods, a politic party that should be an incentive to the development...but they don't do nothing!!

OHgamer said:if you accept the German unification it is game over for you. If you reject it, you remain BAY and have to deal with GER having cores on you.
what you might want to is just after GER unifies but before you are offered to join, save and restart as PRU or GER that way you can continue the game.
There is always the possibility in the future that other Ger nations might be given chains to be able to form GER, but at this point this remains undeveloped.
